Summary Open

Arnaud Troizier is a partner in the Corporate Group, based in Paris. A specialist in economic public law, he is particularly involved in public-private partnerships and public contracts, in various sectors including public equipment and buildings, transport infrastructure, electronic communication networks, defence equipment, energy.

Arnaud assists manufacturers, investors, banks and public entities during the procurement phase and the execution of such partnership contracts, including brownfield deals and refinancings.

He has developed particular expertise in the drafting and negotiation of both public and industrial contracts relating to interface, design and build, operation and maintenance projects as well as in assisting on tender procedures (such as competitive dialogues, calls for tender) and on public domain issues regarding such projects.

Since 2013 Arnaud has lectured on the theme of complex contractual structuring (“montages contractuels complexes”) to Masters or postgraduate) level students at the University of Evry.

Experience Open

    • Assisting the French Ministry of Defence on the Balard (“French Pentagon”) PPP project (tender process and operational phase).
    • Assisting an investor in connection with a toll road project in Western Africa.
    • Advising several consortia on tender processes relating to PPPs in France (transport infrastructure, public equipment and buildings, electronic communication networks, industrial equipment).
    • Assisting banks on the financing of a road PPP project in France (the Troissereux bypass).
    • Assisting a logistics firm on the construction and financing of a warehouse located on the public domain of Ports de Paris (negotiation of the authorisations to occupy the port as public domain, drafting and negotiation of the design and build contract).
    • Advising a Moroccan public entity on the awarding and follow up process of a PPP for the design, build, financing and operation of a desalination plant located in Agadir.
