Billy is a Senior Associate in the Projects Group.

Billy is a finance lawyer with a broad range of experience across a wide variety of areas. He focuses particularly on project finance and development finance, regularly advising lenders, sponsors and borrowers on the full range of their debt funding requirements. He also has extensive experience in leveraged and fund finance.

Prior to joining the firm, Billy practised in the London offices of a large national firm and a U.S. firm.

  • Acting for the lenders on a $115m loan facility to a finance corporation in the Philippines to expand its working capital and support small and medium-sized enterprises, especially those owned by women.
  • Acting for the lenders on a $150m syndicated sustainability-linked loan to finance the expansion and development of campuses and educational facilities for approximately 20,400 students in Vietnam.
  • Acting for The Credit Guarantee and Investment Facility, a trust fund of the Asian Development Bank, on its guarantee of five-year CN¥1bn 3.45% senior unsecured blue bonds issued by China Water Affairs, which will be used to finance sustainable water and wastewater management projects.
  • Acting for the lenders on the portfolio financing of rooftop solar projects installed on commercial and industrial buildings of leading corporates in Bangladesh.
  • Acting for Korea Investment & Securities, as mandated lead arranger and bookrunner on a US$400m syndicated dual tranche term loan facility to be provided by a syndicate of leading Asian banks to KB Kookmin Card, the first time KB Kookmin Card has raised funds through a syndicated loan agreement with international lenders.
  • Acting for a syndicate of lenders on a $1 billion export credit backed facility to finance the purchase of equipment for the manufacture of memory chips.
  • Advising an alternative investment manager as lender on a $100m loan note subscription facility with a luxury houseboat developer and operator.
  • Advising a European solar developer as borrower on an up to €400m asset-backed facility to fund a portfolio of solar projects in the UK, the Netherlands and Germany with a clean-energy focused alternative lender.
  • Advising the sponsors of a German solar development company on a highly bespoke facility agreement with a syndicate of European private credit lenders in order to fund the development and construction of its existing solar portfolio and to acquire further solar and battery storage projects.
  • Advising the sponsors of a US$260m combined cycle gas fire station in Armenia - the first greenfield project financing in the country.
  • Advising a major international bank on a $140m export-credit backed facility to fund the development of a Michigan company's manufacturing plant for electronic vehicle parts in Mexico.
